Quick answer

Standard 7.2 (Leadership): Effective leadership builds and promotes a positive organisational culture and professional learning community. It has 3 elements:

For each element below: what it means in practice, what an assessor looks for, the common gaps, and a model short answer for “briefly explain” questions in certificate III and diploma assessments.

Element 7.2.1: Continuous improvement

“There is an effective self-assessment and quality improvement process in place.”

What it means: The service regularly assesses itself against the NQS, identifies what to improve, acts, and checks the result. The Quality Improvement Plan is the record of that process, not a document written for the assessor.

What an assessor looks for:

Common gaps: A QIP updated only before assessment; goals copied year to year; no evidence of completed improvements.

Model short answer (Element 7.2.1)

Element 7.2.1 requires an effective process for the service to assess its own quality and make continuous improvements, usually recorded in the Quality Improvement Plan and reviewed regularly.

Element 7.2.2: Educational leadership

“The educational leader is supported and leads the development and implementation of the educational program and assessment and planning cycle.”

What it means: The educational leader (regulation 118) has time, authority and support to guide educators’ programming and the planning cycle: mentoring, reviewing documentation and leading reflection.

What an assessor looks for:

Common gaps: Educational leader named but given no time; leader doing administration instead of mentoring.

Model short answer (Element 7.2.2)

Element 7.2.2 requires the service to support its educational leader, who leads educators in developing and implementing the educational program and the assessment and planning cycle.

Element 7.2.3: Development of professionals

“Educators, coordinators and staff members’ performance is regularly evaluated and individual plans are in place to support learning and development.”

What it means: Each person’s performance is reviewed regularly and they have an individual development plan that leads to real professional learning connected to the service’s goals.

What an assessor looks for:

Common gaps: Appraisals overdue; plans with no follow-through; training not linked to identified needs.

Model short answer (Element 7.2.3)

Element 7.2.3 requires regular evaluation of each educator’s and staff member’s performance, with individual plans that support their ongoing learning and development.
